After Ukraine gained independence in 1991, the structure of the State Traffic Inspectorate (GAI), inherited from the Soviet police, was preserved in the system of the Ministry of Internal Affairs. Within the GAI there were special rapid response units, which were often popularly called the “GAI special forces”. They had a paramilitary organization, weapons, transport and performed special tasks related to road safety and the fight against violators.
These special units appeared in the early 90s as a reaction to the increase in the number of armed attacks, car thefts, road raids and shadow schemes in the field of transportation.
In the military (conditional) sense, these were force groups with increased training.
These special groups were not separate military units, but had an organization close to military, with a hierarchy, drill training and elements of tactics.
In 2015, during the reform of the Ministry of Internal Affairs and the liquidation of the State Traffic Inspectorate, these special units were disbanded or reorganized. Some of their functions were transferred to newly created patrol police or special forces units.
