Offered here is an original 1943 classified World War II volume containing the papers and minutes of meetings of the CASABLANCA Conference, held in Casablanca, Morocco, in January 1943.
Titled “Papers and Minutes of Meetings — Casablanca Conference, January 1943,” this volume was edited and published by the Office of the U.S. Secretary, Office of the Combined Chiefs of Staff.

It is accompanied by JCS Regrading Memo 52-73, dated October 3, 1973, documenting the later downgrading of the material to UNCLASSIFIED, approximately thirty years after its wartime publication.

The CASABLANCA Conference
The Casablanca Conference, code-named SYMBOL, was held in Casablanca, Morocco, from January 14–24, 1943. President Franklin D. Roosevelt and British Prime Minister Winston Churchill, together with their senior military advisers, met to determine Allied strategy for the next phase of World War II.
The conference took place while the campaign in North Africa was still underway and nearly a year and a half before D-Day. American and British leaders faced fundamental decisions about how to continue the war against Germany and Italy while simultaneously maintaining the fight against Japan.
The Combined Chiefs of Staff considered a wide range of strategic questions, including the continuing North African campaign, operations in the Mediterranean, the invasion of Sicily, the strategic bombing campaign against Germany, the buildup of American forces in Britain, the Battle of the Atlantic, and operations against Japan in the Pacific and Asia.
Among the most important military decisions to emerge from Casablanca was the agreement to invade Sicily following the conclusion of the North African campaign. That operation—code-named HUSKY—would begin in July 1943 and open a new phase of the Allied campaign in the Mediterranean.
The conference also produced plans for an intensified Combined Bomber Offensive against Germany, bringing American daylight bombing and British nighttime bombing into a coordinated strategic campaign.
Casablanca is perhaps best remembered for President Roosevelt's announcement that the Allies would seek the “unconditional surrender” of Germany, Italy and Japan, a policy that became one of the defining Allied war aims.
French leaders Charles de Gaulle and Henri Giraud also attended portions of the conference as Roosevelt and Churchill attempted to encourage cooperation between competing elements of the French leadership.

This volume contains the papers and minutes prepared and compiled for the Combined Chiefs of Staff in 1943, while World War II was still being fought and the strategic decisions recorded within it were part of active Allied military planning.
It is Copy No. 31 and retains its original U.S. SECRET / BRITISH MOST SECRET designation.
The contents document high-level Anglo-American deliberations concerning the war against Germany and Italy, North Africa, the Mediterranean, the invasion of Sicily, strategic bombing, the Battle of the Atlantic, the buildup of Allied forces in Britain, and the continuing war against Japan.
Bound in dark red library cloth, it was part of a series of official Combined Chiefs of Staff conference volumes documenting the major Allied wartime conferences. Related volumes covered TRIDENT, QUADRANT, SEXTANT/EUREKA, OCTAGON, ARGONAUT and TERMINAL, with original classifications ranging from U.S. SECRET / BRITISH MOST SECRET to TOP SECRET.
The accompanying 1973 JCS regrading memorandum forms an especially interesting part of the volume's history, documenting its transition from a highly classified wartime record to an unclassified historical document.
Again, this is an ORIGINAL 1943 classified wartime publication. It should not be confused with later published editions, reproductions, facsimiles, digital editions or reprints containing the same historical documents.
Condition
Original WWII-era volume with age and storage wear consistent with its age and institutional use. Light foxing and shelf wear may be present, and the binding/spine may exhibit age-related fading or wear.
