They were created to protect public order, important facilities, combat mass riots and ensure security within the country.
The history of these troops began in 1918, but in different years they had different names and structures. They were finally formed as the VV MVD after World War II. Unlike the army, these troops did not fight an external enemy, but operated within the country.
The main duties of the VV MVD were as follows: security, escort, protection of strategic facilities (railways, factories, power plants), suppression of riots, as well as participation in emergency situations - liquidation of the consequences of accidents, natural disasters, etc.
In times of aggravation, for example, during national conflicts or large protests, the VV MVD were used to restore order. They had weapons, armored vehicles, were well trained and acted on orders from the leadership of the Ministry of Internal Affairs.
Simply put, the Armed Forces of the Ministry of Internal Affairs of the USSR were internal troops that maintained order in the country itself, served near important facilities and could act in crisis situations when the police could not cope.
