This witch is an Original Steinbach Volkskunst figure from Hohenhameln, West Germany. The circular stamp on your base matches the vintage Steinbach marking “Original Steinbach Volkskunst – Aus Hohenhameln – From West-Germany.” An example of another Steinbach figure shows essentially the same circular underside stamp. This witch has a particularly elaborate combination of features: approximately 10–12” tall from appearance, pointed black wooden/felt hat, gray faux-fur hair, wire spectacles, red nose and lips, floral-print skirt, lace trim, twig broom, and what appears to be a black cat and/or pipe accessory in her other hand.
