The men appear to be relatively young, perhaps in their 20's or early 30's. They look relaxed and confident at the top of the pole. Their clothing - white shirts, ties, and vests were commonly worn by engineers and surveyors while working outdoors.
The pole itself looks freshly peeled and almost perfectly square at the top, and the crossarm appears newly installed. That suggests this line had either just been completed or was in its final stages. There appears to be glass insulators already mounted on the pins, and wires can be seen very lightly running between the poles.
The men look proud of what has been accomplished.
There are no identifying marks on the photo or the mat. No information about who the photographer was or where the photo was taken.
