THE CASE FOR A BI-NATIONAL PALESTINE- Memorandum Prepared by the Hashomer Hatzair Workers’ Party of PalestineTel Aviv, March 1946. This memorandum published in Tel Aviv in 1946, during the final years of the British Mandate and at a crucial stage in the international debate over the future political structure of Palestine.Published by the Executive Committee of the Hashomer Hatzair Workers’ Party of Palestine, this substantial 168-page volume presents the party’s detailed proposal for a bi-national political framework for Palestine, addressing Jewish and Arab national aspirations, immigration, constitutional arrangements, communal self-government, economic development, agriculture, labor, and Jewish-Arab cooperation.
The book is especially significant in the historical debate between partition and a bi-national solution. A copy of this same 1946 Tel Aviv edition offered by Christie’s was accompanied by contemporary promotional material stating: “Partition or binationalism? This is the real choice before the Anglo-American Inquiry Committee.” Christie’s described the group containing this title as “RARE PUBLICATIONS".
The memorandum was first submitted to the Anglo-American Committee of Inquiry on Palestine. In June 1947, the World Union of Hashomer Hatzair Workers’ Parties formally sent 14 copies of The Case for a Bi-National Palestine to the United Nations Special Committee on Palestine (UNSCOP) for use in its deliberations. The accompanying UN document states that the first edition had already been submitted to the Anglo-American Commission and referred to in its report. UNSCOP subsequently considered proposals concerning both partition and alternative political arrangements for Palestine; its majority recommendation ultimately favored partition.
