This is a column shifter lever from a 1970 Oldsmobile with the ultra rare pulse wiper option. If you pressed the button in the end of the shifter the wipers would make either two or three cycles and then go back to the park position. This was only available on cars with a column shifter and is very rarely seen. This arm is not in the best condition and I don't know if it works. The wire has been cut. More of a conversation piece than anything but you could possibly repair it and use it if you are missing this item.
